how to get legal help from stalking from police

this has gotten so outta hand neighborhood 'Grandma' not friend to anyone of her neighbors has been sicking her ex_con son and friends and her distant younger criminal neice nephews upon me.. stalking as recently as last week parking directly in front of house bedroom windows on street shining lights inside tearing holes in back fence. going through property for many months have only recently seen them.. but ongoing theft and damage to private property , police know this guy has warrants but do not arrest. still even now .. was dealing meth outta house but knew laws stopped police from seaching if his adopted stepmother , owner of property says no ,, ex parte inthe works ,, lawyers says no hope.. WHAT .. WHO . how do i get help . its late husbands parents house , do i need to move ,, i cant do that ! what, where is law for helping , physically disabled too .. who is suppose to help with this? death threat at end of my driveway by same guy , but on a bicycle. its hard enough .she is too smart to confront directly .. would not let this con do my yard work nor like him..as grandma wanted , witnessed murder in her backyard in 2017 of her own grandson , got mad at me for saying i saw it .. ???????

I used to work on a Crisis Hotline. Frequently we would get calls from women who had ex-boyfriends drunkenly pounding on their door and making threatening demands. They would call the police and discover that the police are not so much in the crime prevention business as they are in collecting evidence after the commission of a crime business.

Some found that (depending on the state) one could call a judge (talk to the court clerk first for advice on how to do this) and get a restraining order. The police are then better able to respond to a particular situation if there is a breach of a court order.
