Should we make diagnosis Intellectual Disability broad until IQ of 79? I think that IQ of of 70-79 means you have milder problems with Intellectual and adaptive functioning. An IQ of 69 means you have problems with Intellectual functioning.

From my point of view:

Milder Intellectual Disability: IQ of 70–79 (Although Borderline Intellectual Functioning is 70–85)

Mild Intellectual Disability: IQ 69–59

Moderate Intellectual Disability: IQ 58–49

Severe Intellectual Disability: IQ 46–39

Profound Intellectual Disability IQ 38–29 to 28–0

Borderline intellectual functioning - Wikipedia (https://en.wikipedia.org/wiki/Borderlin ... unctioning)
It is time to bring borderline intellectual functioning back into the main fold of classification systems (https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4967780/)
Clinical Characteristics of Intellectual Disabilities (https://www.ncbi.nlm.nih.gov/books/NBK332877/)

Who is this "We" of whom you post, and why is your suggestion any better than the standards now in place?

Placing an arbitrary number on intellectual ability or disability is less important than witnessing what a person actually does with the intellect they have.
