I've been interested in traveling to teach abroad for several years. I'm particularly thinking about Europe or Southeast Asia. I'm interested in finding places where I can get good work, have access to mental health care, be able to get around easily without owning a vehicle, and be able to make friends. I'm thinking that I would need a place with an expat community that speaks English.

Any suggestions?

Britain?

I've got a hunch that Britain does not have much of a demand for ESL teachers.

What kind of qualifications do you have? Big cities in Northern Europe would fit your criteria, but people in them already tend to have good English skills, so unless you're qualified to teach advanced English, like for business and such, you'd be unlikely to get a job in such a place, especially if you don't know the local language. But if you have a doctor's degree or something in English, getting such a job shouldn't be too difficult.
If you're not as qualified, then somewhere in the Eastern Europe might be a more realistic choice. Not sure how good mental health care is over there, but those places will probably tic the other boxes, at least in bigger cities. Of course, if by "good work" you mean a job that pays well, then take in to account that what is considered a good pay in those places might not be even close to what you're used to considering as good pay at home.

Probably Vietnam or Thailand might be a decent choice—except for the mental health, unless there are therapists in the expat community.

But you’ll probably have to wait a year or two—especially in Vietnam, because of COVID.

Well, I'm finishing up my Master's in special education. Not sure what the demand for that is like.

My concern about pay is that I owe a lot of student loan debt, so I would need something to allows me to make those payments.

Avoid Vietnam. Beautiful country but they hate Americans or anyone who looks like an American. My brother (Welsh) and his wife (Korean) went there as part of their honeymoon. He had to disguise himself a little to make himself look less European to avoid issues. Absolutely stunning scenery. Brothers wife was a missionary in Vietnam for a while.

Well in that case you should have pretty good chances, perhaps even in other English speaking countries. Here in Finland we have a shortage of special education teachers, and I wouldn't be surprised in the slightest if that was the case in many places. Perhaps you could teach English in special education classes somewhere in Britain or Australia? Or some other English speaking place.

I feel somewhat embarrassed to admit this, but part of the reason I've thinking about this is that I've heard I might have a better chance with Asian women. At this point that seems like the only possible option for someone like me.

If you like Asian women just as much as white or black or which ever kind of women your area has, I see no problem there. Just remember that you might run in to some cultural differences.

If you ever do get into a relationship with an Asian woman, try to avoid telling her that she's your partner of last resort. She might not take it well.

I don't think of it that way. It more of my only way to meet a partner, but that doesn't mean she would be a last resort. I still wouldn't settle for anyone. And foreign women in general are more interesting than Americans in a lot of ways. And I generally find Caucasian women less attractive anyway.
