To start, most perfumes are "toilet water" (eau de toilet). They are based on alcohol. This is why they tend to burn and irritate the skin. They are cheap to mass produce, last a short time, and you usually have to use much more of it.
Perfumes that are "eau de parfum" are proper perfumes. They are oil-based. They don't burn or irritate, they're significantly more expensive (but not the most expensive) because they cost more to produce, but you use very little of it and the scent lasts a good period of time (8-10 hours for most people).
I can't stand toilet water perfumes. I find proper perfumes to be non-irritating...sometimes even pleasing.
Should have known this back when I was a teen and some natural food stores sold natural herbal perfumes. They didn't irritate when I smelled them, but I didn't inquire how they were made.
