could I , an aspie, have a relationship with someone who is both neurotypical and a non-relative? I am specificly thinking of romance.

Of course you can. Work on becoming a decent human being who is kind and thoughtful. If you are the kind of person who is mean and resentful and uses people, please don't inflict yourself on another person and potential children.
