Throw a housewarming and invite your neighbours.

Have you tried Meetup.com in your area? There are several here in the Bay Area (California) for Aspie adults, and in the US there are about 155 such groups. The ones here are pretty cool, and aimed at both making friends and sharing information on services, etc.

I would also definitely do the 'housewarming' party and invite your neighbors -- I think that's a great idea. Have tons of food and beverages, put on some music, invite everyone at a specific hour, and there you go. No one expects you to do much else beyond opening your door, and if you have enough people show up, you don't have to worry about small talk -- they can small talk amongst themselves, and you look like a totally cool guy for having everyone over.
