There could be space lanes just like the plane lanes in the Earth's atmosphere.
Still, you can't pull up an airplane for speeding.

They would need lights to mark space streets. They would just be around the planets and space stations. Anywhere else wouldn't make sense.

They'd likely be outlawed quickly, just like laser pointers are. Here in Norway (land of the prohibition) only small weak laser pointers are allowed due to lowlife targetting people's eyes and blinding plane and chopper pilots
