Most people think speedy turtles are a joke, but turtles can actually be quicker than most people realize. I once brought my late turtle (red eared slider) to a tarn and she ran as fast as she could and splashed into the water, where she was very quick indeed. I jumped in after her, afraid of losing her, and I kicked up mud in doing so, and it made it impossible to see her in addition to her being quick. So in water, sea turtles and swamp and river turtles can be fast alright.

Turtles are always fast in water. They are moderately slow on land.

Tortoises are quite slow on land, though pretty fast in water.

Turtles' reflexes are quick on land too though. Because pet turtles are usually fairly small and their colors are made to camouflage them in the wild, they can easily become lost.

Tortoises should not be near bodies of water, most tortoises can't swim, so if they fall or are put into deep water, they might sink like a rock and can drown. Even aquatic turtles can drown if they are somehow trapped under water or for some reason can't get out of the water. That's why sea turtles drown when caught in nets as bycatch.

That reminds me of 101 Dalmatians, when they were walking through the snow. At one point, they disguised themselves as black dogs to get away from Jasper and Horace.
Have you watched it? It's one of the best animated movies ever made.
