Using a solar cell to power a light is rather inefficient. You're better off using mirrors.

I knew that he attached a solar cell to his light instead of batteries because of my question of whether it was solar powered.

When you see a stop sign with flashing lights on it, those are usually battery powered with a solar powered recharger. Lit construction signs are the same.
