They did that in my city when we had a massive drought around 10 years ago. Almost all the council-run fountains and water features were filled with dirt/bark and drought-resistant plants. Many of them are still like that, long after the drought has ended, and they've essentially been turned into gardens. I'm guessing it's cheaper just to leave them that way, and it makes people more conscious about conserving water. Still, I miss a lot of those public fountains and small ponds.
Is California still going through their drought? I was hoping it would've ended by now.
