"Cold as a Bay Street banker's heart" (Western Canada, alluding to Toronto's financial district.)

You can use Wall Street banker's heart (New York's financial district) or City banker's heart (London's financial district) with no loss of meaning.

By the way, what are the terms for the financial district in Sydney (NSW, Australia) or Auckland (for Kiwis)?

It feels like a dying tart in wild contrition.
