Omg just what the world needs: an Umbrella Statue for people too stupid to get out of the rain or otherwise shelter themselves.

Prolly justified because if Mr. Too-Stupid catches a cold then the Nanny State will have too foot the bill for his treatment.

Will it never end - laws protecting stupid people from doing stupid things. We need a Stupid Tax just levied on stupid people to pay for all the b.s. laws put in place to protect them from themselves.
