Actually, "Ur-ban" would mean "ban(ned) from time immemorial" if you allow Swedish grammar and the prefix ur.

And of course Swedish grammar is allowed because it is one of the official languages of Finland and I am a Finn.

So you think it is ok to mix Swedish and English into one word, taking aspects from both languages to ascertain the meaning, and it's ok to do this on an English speaking forum because you are a Finn?
