Correct form would be a declaration:
"You want fries with that."

I learned that from a Doogie Howser episode. :P He was working in fast food, and was taught to subliminally force fries onto his customers. His manager said: "The customer wants fries, but he needs your permission to ask for them." It's deliberately disguising a question as a statement.

If I get fries with it, yes, I'd like the tomato ketchup, but if not, I'd prefer the mustard, although, if you only have English, I'd rather have mayonnaise.
