I apologise, what are we working out how to run? I realise an election for predisent, but president of what? Or where?

Oh Czeslaw came up with the idea of creating the country of Aspergia, he's already got polls going on about the name of the capital and everything.To be honest I don't fully grasp what's going on, but I can always play along
