What if, I went up to the King of Saudi Arabia and said, "Listen, oaf, if y'all don't turn Saudi Arabia into a liberal democracy, I'ma have to do black magic on y'all!"
Or, I went up to congress, and said, "Listen, if y'all don't turn the nation into a communist state, I'ma have to boycott y'all (Or alternatively, "Listen, if y'all don't make this country communist, I'ma have to SUE y'all!")
or, my paraprofessional goes up to my mom and says "Listen, if y'all don't start paying money for these walks I take with Sinan, I'ma have to do black magic on y'all!"

Why are you adopting a fake Southern accent?

I don't think this is funny, or unfunny. A person making these sorts of remarks would be seen as a fool, and ignored.

To be honest I didn't understand much of it because this English is odd and English isn't my first language so I can't say if it is funny or not.

But it reminds me about fake panic joke our class made before mature exam:
"We are all going to die! Apocalypse is coming!"
It wasn't funny or not funny but it helped us keep our minds clear and not worry that much - we knew mature exam isn't an apocalypse and it's not going to kill us even if we fail so the joke was actually keeping us optimistic, letting us know our worries are silly and there is actually nothing about the exam we couldn't deal with as long as we try.
The black magic jokes probably have similar purpose.
"It could be worse but it won't."
