Noisy neighbors

I've got this nice, comfy little apartment and it's safe and secure...yet I have problems regarding noise outside from cars or unprivileged 10 year olds. If I call 911 I'll have a hard time explaining but as long as I can point out the exact street name and house number it's ok, right?

No 911 is for emergencies only.

Youll have to look up the non emergencie police number and noise complaints are very normal.

Good luck . I used to have a barking dog on my block . Drove me nuts!
