Claradoon, here are some instructions:
http://www.hearos.com/index/instructions
http://www.ehow.com/how_6393659_instruc ... plugs.html

(The important part, which I did not discover until a couple of years ago, is how you have to pull your ear up and back, so that the ear plug fits snugly into the ear canal.)

Some other information I stumbled across:

Logan 5, thank you! I have used earplugs without much success but now I know - it never occurred to me that there might be a right or wrong way.

Personally I've found the silicone plugs much more comfortable. I use them nightly.

I lived in an apartment that was fine for 6 months, then the girl below me got a new roommate and a new girl moved in next door. Downstairs it was party every night and next door were guys coming over all the time pounding on her door. I complained. I complained again. Then complained some more. Filed police reports. They then threatened me with physical harm. More complaints and police reports. Then I was evicted. I was evicted. Told I had a week to get out.

The moral of this story is no matter how much you complain or like the place you live, move. As much as I hate moving, being stressed constantly because of inconsiderate people is worse. Sorry, but this is just what I have experienced.

Earplugs can work, but they generally only reduce noise, and noise canceling head phones can be uncomfortable to wear while sleeping.

Well, I hope I don't have to move. But, if things don't improve, it might have to come to that. I've tried different types of earplugs and even managed to figure out the correct way to insert them (thanks Logan5!), but I'm really prone to inner ear infections and can't be inserting things into my ear canal all the time. Plus, they don't block out everything or help with the cigarette smoke problem.

I finally broke down and called my landlord this afternoon, though, and it turns out that I'm not the first neighbor to complain about this particular tenant. I'd been afraid it might just be me because I've always been noise-sensitive, but it turns out my other neighbors don't like to listening to Lady Gaga blaring and drunk underage kids being loud until 3 am, either. Go figure! :)

She said she'll be speaking with her again and, if it continues (like I'm guessing it will), she'll be forced to start the eviction process. Although my landlord didn't get into details, this girl and her parents, who helped her get the place, were not truthful about some things on her rental application and the landlord has reservations about her living there anyhow. So, part of me is skeptical things will get better, but I'm praying.

You suffer from "hyperacusis". (After suffering from that all my life, I have only just learned the name for it). And I predict that you will never fully adjust to the present problem so you have to deal with it the best way you can. Moving out would be good, but how do you know it won't happen again?

Going on the offensive with noise of your own is stressful but might get the message through. I would not bother approaching the neighbours, they are likely to be abusive ( I have had neighbours call me weird for the same problem). Is there a tenancy tribunal in your city? If complaining to the landlord doesn't work, the tribunal might help. I doubt if the landlord would be very impressed about the smoking as this lowers the value of his property, so I would really push that one as well as complaining about the noise (and document when you did this).

Make friends with an electronics wizard who can make a machine which gives such people a headache every time they get loud- they soon learn! (but blame their own noise!!) :D

Best of luck.
