I am not sure that is a correct statement. According to a quick search on the Internet, it appears that you can change doctors (at least in the Province of Ontario).
I am in the process of doing the same thing (changing family doctor) and, if you live in Ontario, the process is the following:
You have to call Service Ontario at 1-866-532-3161 and request to de-enroll from your current family doctor.
They ask you questions to confirm your identity and the name of current doctor, and they confirm that they put all information in. Then you wait to receive a letter of confirmation in the mail.
Meanwhile, it would be wise to start searching for a new doctor, if you do have preferences, i.e. close to home, gender, etc.
After you receive the letter from Service Ontario, you call Health Care Connect at 1-800-445-1822, and you ask them to get you the new family doctor.
If you didn't find someone you would like, they can do that for you.
If you did find someone, you tell them the name of the doctor you want and they will fax your information to the doctor's office, who will contact you for an appointment.
I know it could seem like a daunting process, but if you really want to get rid of the current doctor, you'd better get to it. I have been postponing this for almost a year, but now I started it and already feel much better. I decided I won't have another annual check-up at my current doctor, so I'll do everything in my power to make that happen.This link was from 2011, so the process may have changed a little. Also there appears to be a charge for records transfer.
leahbear, the fact that you are in a tiny, remote community may really limit you.
