Intentionality is a term coming from philosophy(some German Brentano, of which I don’t know anything). It has been used by a philosopher of mind (Dennett, about which I also don’t know much). But I think that it has something to do with concepts about which we know a little more because they concern us a lot: they are TOMM and mindblindedness. If you kick a dog or trample on one of his paws, he/she normally understands (both that he/she knows you or not) if your kick or trampling was intentional or not and will react appropriately, maybe biting you in turn, or wailing in pain. If I am an object of something that might be a slight or offence or inadvertent behavior, I am never quite sure of its meaning. This is one of the main obstacle to communication between humans when one is in the ASD spectrum and one of the reasons for which we prefer to socialize with cats and dogs. TOMM and understanding of others' intentions is easier between humans and animals that between humans and humans.
This is awefully didactic, unfortunately.

Theory of mind is a label applied to the rationalisation of how things work that emerges when vision and action work together to give an infant human what they want.

Aspies never (rarely?) get that far, because the crucial linkage between vision and action doesn't work for us. So, no (or different) theory of mind == mind blind
