Obligated? Yikes. Can a Belgian voter write in "None of the Above (NOTA)" as one or more candidates (thereby negating the obligation)? I use NOTA whenever I can (where no other named candidate is worthy).

You are obligated to vote but you are allowed to leave your votes blank, if that makes sense. Those who don't vote usually don't get fined for not voting, even though legally they should. I suspect that this is because the government which starts doing this is likely to loose a lot of votes. (Next elections a lot of ex-not-voters would vote on other parties)
