The rest of the schools that I've been to (4 in total) fail the report card in helping learning disabled children, twice exceptional children, and children with emotional difficulties.
It is called the Teacher's Union, it can be notoriously difficult to fire a teacher due to the union even more so when the ACLU may get involved calling people racist.
