It would be nice if there were a similar event somewhere near NYC. (For me, taking a bus trip to and from Michigan would consume too much additional time.)

Personally I think the rules are a good idea, as long as it is understood and accepted that people won't necessarily remember them all and may need to be reminded.
It seems to me that the rules are indeed necessary in order to accommodate a wide variety of autistic people, as per the conference's aim. And it's good to have the rules stated in a published handbook, as well as at the orientation, so that people can be prepared.
At the very least, having a bunch of EXPLICIT rules is much better than all the UNWRITTEN rules of typical NT gatherings.
