How does the university in your country work in relation to

I live in the south of Brazil, I applied to one of the best universities in my country and recognized in the world, The name of the university is the Federal University of Rio Grande do Sul, a university that is popular because it is public.The university offers places reserved for people with disabilities, And also students have several accommodations for autistic students, autism is considered a disability in my country. What are the policies at universities in relation to your country?
The problem in my country is education, they invest a lot in public universities but forget about public basic education, and education is unequal because private schools have better performance That public schools.

In Australia there are several good universities and it is not too hard to get in, I believe.
The government will pay the tuition for Australian students under HECS scheme but you have to pay it back afterwards - which can lead to many long years of debt for some.
I think many young people are rethinking whether it is worthwhile, as there are so many graduates nowadays a degree does not guarantee a well-paid job.

In the USA the situation is very complicated.
I live in Connecticut, where nearly town has its own school system.
I live in a nice town with a good public school system but the neighboring town isn't so good so folks try to cheat the system!

Hawaii has a state run public school system with four exceptional private schools.
If you graduated from one of the elite high schools that is pretty much all an employer in Hawaii needs to know!

Harvard is an elite University in the USA. It has such a large endowment that anyone who gets accepted can count on need based financial aid. 25% pay nothing!
