This is a common misconception of amateur fitness people. You need healthy carbs, or you're going to crash during the day and eat junk food. You should not be telling people to get rid of things like veggies, fruit, rice, and bread.
I wonder how much of OP's "problems" could be genetic. There were a lot of filipina girls where I lived in South Korea, and many of them had similar problems. They also stood about 4'10-5'1.
You could work to erase some more of your body fat and then afterwards work on the areas you want to build up. And you can do it simultaneously, especially with legs. Legs gain mass really easily compared to other parts of the body.
OP, maybe see a doctor and see if you can up your Vitamin D uptake? That will cut into belly fat like nothing else.

I typed in your height and weight into one of those online calorie calculators, along with your level of exercise ("Some exercise, two-three times a week.")
It gave me this: 1400-1500 for maintenance.
Since you want to remove the bit of belly fat, you are going to need to build muscle (which gives the sleek toned figure) and to build muscle you are going to need to eat more or it won't work. Muscle requires protein and fuel, and if you aren't eating enough, you are just going to be wasting your time with the exercising.
Also, one last thing I must mention:
If you try to lose any more weight, you risk damaging your body. It can damage your organs pretty bad, and it can mess up your hormone levels and make you have the bones of an older person (they break easier and are thin.) You don't want that, as it would make it very hard to do anything, and fill your days with a lot of upset.
Thank you so much. I absolutely feel most days like I want to eat more, but I stop myself because I don't want my belly to get bigger. I thought I had to eat everyday 1200 calories to get rid of my belly....But I feel better when I get 1500-1800 calories per day.
What exercises do you recommend? Like strength training right?
I would say strength training, although if you start, I would start off slow and light. You don't want to do too much too fast or you risk getting an injury and not being able to do anything. Also, I would alternate with cardio exercise and days off to give your muscles time to 'rest' so they can repair themselves. (That is how they start to become toned too, by repairing themselves. Too much use without rest prevents this.)
And I would be careful about over focusing on belly fat, you'd really want to focus more on toning and good nutrition and exercise. These actually help to deal with stress, which helps to deal with the hormones that tend to deposit fat in the stomach area.
I must say this however: Don't be alarmed when you see your weight go up. Muscle weighs more then fat. It's something that is good though, as it means you are building what's important.

1. Strength Training. Muscles use up a lot of calories. I've seen great results with "Starting Strength".
2. Clean up the diet. More protein and fat, and less of the sweet stuff. I recommend "Atkin's" or "Paleo". Don't worry too much about the calories, since a lot of people estimate them wrong in the first place.

I was on the Caveman Diet for a month and a half not long ago the only carbs I was getting was from my Veg, I never had energy issues once even if I skipped breakfast in the morning to go to the gym. I gained over half a stone while looking like I lost weight. Of course then I went to Ireland for a vist, came back, had to go to a wedding ect. . Only reason I'm not still on the Diet where I've completely cut out grain is I can't afford grocery's and am forced to eat what the rest of the family is eating.
Any how my point is low carbs worked fine I actually gained muscle and felt great despite the low carb blues myth.

Maybe you're bloating which is a symptom of yeast overgrowth. It could explain why you're eating so much fruit - it's feeding the yeast. You should have 2-3 servings of fruit a day (for now). 1-2 cups is one serving. Also, you need to add variety. I hope this is not all you're eating. Up the healthy fats a bit. It will not make you fat.

I've had the opposite experience. I had a good "high" for actually about a month, and then...."man I hate everything, f**k waking up, f**k everything."
