The concentrations of fluorine in your water are incredibly low, you probably take in more from the small amounts of toothpaste that you ingest while brushing. And there are quite a few worse things in your water that I'd be more concerned over!

I'm not sure what to feel.

I see fluoride in drinking water as BAD.

Toothpaste is designed to give you more than adequate levels from daily brushing. Putting it in the drinking water was supposed to help those who don't brush due to laziness or poverty.

The problem is that drinking water is not a measurable way of dosing, and what about those who get it from that and other sources? Too much will discolor teeth.

Any "dosing" needs to be in measurable amounts. I see not how you really benefit someone with fluoride dosing via the water supply if they don't bother to brush with toothpaste. Brushing will do 100X more to protect their teeth than ingesting a chemical.

I read on a site called Quackwatch that all the scary stuff about fluoride in water is a bunch of nonsense. I have no idea if it's in my own tap water, but I've brushed with fluoride toothpaste for as long as I can remember. You'd think I'd have the mentality of a 4-year-old by now.

The dosage in a use of toothpaste is quite controlled.

Or just drink water filtrated by reverse osmosis...it scrubs the water down to the molecular level...taking out fluoride.
