Are there people in this world that can never ever get fit?

and that you apparently read about some huge men who lost some weight?
No, why would I try to refute that? It's utterly-irrelevant to the thread, which is asking if it's justifiable to make a categorical declaration about 7+ billion humans.
It isn't.

It's irrelevant how some people who have been making excuses not to exercise all their lives have actually gotten fit after finding some kind of motivation? Hmm, okay, thanks for telling me
Anyways, I think that anyone can get fit if there is no medical problem or disability preventing them from exercising. Even if there is, they can benefit from exercise, it just may be harder to lose weight. But I think it is possible.
As for people who get no benefit from exercise because of genetics, I have never heard of it. It just sounds like an excuse not to exercise. Some people may have a harder time losing weight because of genetics, but that doesn't mean they won't get fit eventually. People have different body types, and so may benefit from exercise in different ways, but they will still get fit.
I just didn't want to say that directly for fear or people getting mad at me, but since it happens already, screw it.

Another way weight ranges based on height may be calculated is by mortality findings. For example, the range of weights of the people of that height who had the lowest risk of death in a given time period, on average.
Very difficult to extricate weight from other variables, though- see the "Why do poor people become fat?" thread, for instance.
Regardless, evidence is very clear that people far on either extreme of body weight for a given height have a higher risk of death. This includes people who are both very skinny and very fat--they are much more likely to die earlier than people of less extreme weights, and much more likely to suffer many health problems. Emaciation and obesity may well be associated with other risk factors (such as poverty or mental illness or other things), but there is evidence that they also cause an increased risk of death in themselves.
This is similar with smoking, drinking, etc. There are other variables in play--however, heavy smokers are much more likely to get lung cancer than non-smokers. Heavy drinkers are much more likely to get liver cirrhosis than non-drinkers. Both are at a higher risk of head and neck cancers. Even if heavy smokers and drinkers may more likely to be poor, or have other unhealthy aspects to their lifestyles, the evidence is that health problems can be CAUSED by drinking or smoking.
Michael Douglas and Christopher Hitchens provide great examples. Heavy smokers and drinkers, both got throat cancer and one succumbed to it. Regardless of their economic level, there is very good reason to suspect their heavy drinking and smoking contributed greatly to the development of their cancer.

It can be sometimes. For example: Anyone who eats fewer calories than they expend over a significant timeframe will lose body fat. There isn't even one documented instance of someone consuming fewer calories than they expended long-term without losing fat. It is literally not possible.
If a person who is obese stops eating completely, they will lose weight, always (then they will suffer various health problems and if their starvation continues, they will die--I don't want anyone to think I am advocating self-starvation, please, nobody misinterpret what I'm saying here).
So some things do apply to all human beings.
