hiya :) resistant weight loss can be chalked up to the following-
insensitivity to insulin, underestimating calorie intake and overestimating calorie expenditure. if you have had many years or decades of suboptimal diet, this ship cannot be righted overnight, it takes a few months of sticking to a proper dietary and exercise regimen before you see real results. your body must become resensitized to insulin so that your intake of carbs can be uptook [a word I made up] by the muscles instead of just being stored as fat. this requires at least a month or two of low-carb/no-refined carb dieting. give yourself 2 months of this routine plus daily exercise of at least a half-hour of vigorous walking to start, graduating to interval training after a month or so, where for vigorous sprints of up to two minutes [only AFTER you've been vetted by a doc's head-to-toe physical exam- your heart rate will rise to roughly 90% of its maximum] followed by cooldown periods of 2-3 minutes- do this for a half hour every day and you will see the weight melt off.
