A question in regardings of europe diagnose criteria for PDs

I'm looking for testimonial verification for the possibility that people in europe can get diagnosed with one of the personality disorders at age 16 or 17 unlike in USA which is 18. The question is simply is can 16+ can get diagnosed with a personality disorder in europe based off the ICD-10 description?

Note that european description is the border title for the site and note that personality disorders indicates that it's unlikely for a personality disorder diagnose being appropriate under 16 or something like that.
