I don't really cry, but I do get a little misty-eyed when I hear these songs (short list)...

Wild is the Wind - Nina Simone
Lean on Me - Bill Withers
Alyssa Lies - Jason Michael Carroll
Hurt - Johnny Cash (especially the video)

Stand By Me (John Lennon cover) had me tearing up earlier.

"Stand By Me" does indeed have a really emotional vibe to it.

I've never really liked Lennon's cover that much, I prefer the original by Ben E. King.

Lennon's version has that monotonus organ I find really stirring.

Heard this the other day, and it brought back memories. This was one of my favorite songs when I was around 9.

I'm too proud to nominate a song with words in, so I'll post this instead: Their Memories by Harold Budd & Brian Eno.

I felt slightly choked up listening to this yesterday, mostly when the chorus is playing.
3 doors down - Loser
Edit: I know this isn't a traditionally emotional song, it's not really slow or anything, it's just the lyrics.

I consider vocalists to be the least important part of most music. The songs that move me the most are instrumental:
The Un-Merry-Go-Round (Allan Holdsworth)
Where Were You (Jeff Beck)
Rubina's Blue Sky Happiness (Joe Satriani)
That last song, there's this tiny little part at the end, where the song dissolves into a marching-band, bagpipe-type thing, and I don't know why but I tear up on cue.
I should add that the tears I experience during these songs are not sadness or happiness per se, but some sort of visceral reaction to the music. I do experience music very deeply and these songs move me in a way I don't know how to explain.

The only song that may have ever brought me to tears is "Everybody's got to Learn Sometime" by Beck.

Others that have been close are:

Eurythmics--"I Saved the World Today"
Modest Mouse--"Life Like Weeds"
Jawbreaker--"Accident Prone" and "In Sadding Around"
Portishead--"Roads"

And that song at the very end of the movie "Mulholland Drive", but that's more in the context of the movie than the song itself.
