Songs do not have that effect on me, but I remember my best friend's girlfriend cried listening to the original version of Layla by Derek and the Dominos (Clapton and Dwayne Allman) during the final part of the song.

I have enjoyed many melancholy songs, especially Irish songs.

It's corny and cliche, but depending on my mood "Bridge Over Troubled Water" shakes me up sometimes. Most recent I suppose was a version of "Over the Mountain" I heard. Sobbed once while listening to "Blackbird" shortly after losing a loved dog and imagining him in context of song. Elliot Smith never fails to elicit emotion in my heart. Jeff Buckley's version of "Hallelujah" never fails to stir my soul in a number of directions.

Same thing with "When I'm gone" by Enimen. I don't even like his music, but I can feel so much from that song. Watching the video doesn't help.

It's not my genre and as a kid I completely ignored this song (dunno why) but now that I'm older and listened to the lyrics closely and "got it" I will have to second MB4ever's "Fire and Rain" by James Taylor.
As a few people have mentioned my mood before hearing a song can raise or lower the floodgates a bit, and if I'm not sad to begin with I would not choose the sad tunes.
