This is one of the better Dylan songs of recent years. It sounds like it's written from the point of view of a Teabagger'/ Oathkeeper/ disillusioned veteran out for revenge, type.

I might be imagining this, but I think the music in Pay in Blood evokes 80s action movie themes. My thinking is that Dylan was doing this to add to characterisation: to convey something about the formation of his character's attitudes, and how he perceives himself.
