I think it's considered political when the subject of the song is about politics,history and social change.

Most of those songs are the opinions and emotions of the artist.

I prefer terribly unrealistic love songs. I can dig a good protest song, but usually most protesters are leftists, and I'm not one. So... I do like The Sex Pistol's "Schools are Prisons" though. But usually my music is girly eurobeat, very much typical unrealistic love songs, the entire genre, it's great.

if the listener is familiar with the artists wider body of work, they may be aware of a meta-narrative which puts seemingly random observations into a political context. This applies to artists especially reknown for 'being political'

oh man i totally love that billy bragg song! my comrades and i were playing it in the car the last time we went to a protest. it's a shame he drifted to the right.

I don't think that Bob Dylan has the best version of that song so I see no reason to lynch you.
