I am referring to the ones where people use the rakes to create ripple designs that encircle larger rocks, and create ripple designs at the edges of the garden.

How does one go about building such a garden? Are special permits from the local government required to create one?

How does one rake those ripples without making footprints and ruining it all? I suppose the rake from the inside and work to the outer edges?

It's just like any other garden I think. You don't need a permit to have a veggie patch for example.

Rock gardens fascinate me, too. I'm not sure how one would go about making one, though.

I do know that if you just google "how to build a rock garden", you'd get tons of results directing you to pages on how to build them. :wink:
