I tried my best to narrow it down to 10 but I'm horrible at making lists... Once I start to think of albums, my mind will just keep on going until I force myself to stop. The only rule I gave myself was not to choose more than one album per band. So off the top of my head, here's what I came up with:

Minutemen - What Makes a Man Start Fires?
Wipers - Is This Real?
Velvet Underground - White Light/White Heat
Ramones - Rocket To Russia
Wire - Pink Flag
The Stooges - Funhouse
Bad Brains - S/T
The Clash - S/T
The Fall - Dragnet
The Soft Boys - Underwater Moonlight
The Replacements - Let it Be
The Clean - Compilation
The Saints - (I'm) Stranded
Mission of Burma - Signals, Calls, and Marches
Black Flag - First Four Years
Unwound - New Plastic Ideas
Crass - Penis Envy
Descendents - Milo Goes to College
Gun Club - Fire of Love
Husker Du - Zen Arcade
Minor Threat - Complete Discography
Germs - GI
Gang of Four - Entertainment
Swell Maps - A Trip to Marineville
The Last - L.A. Explosion
The Monks - Black Monk Time

I don't listen to much punk stuff but here's some I like:

Hatebreed - Supremacy (Hardcore Punk)
GG Allin - Hated in the Nation (Punk Rock/Hardcore Punk)
Philmont - Attention (Pop Punk)
Hawk Nelson - Hawk Nelson is My Friend (Punk Rock)
The Ramones - Psychotherapy (Punk Rock) - I prefer Six Feet Under's death metal version tho.
Attack! Attack! UK - Not Afraid EP (Pop Punk)

No order:

Discharge – Hear Nothing See Nothing Say Nothing
Amebix – Arise!
Crass – Penis Envy
Bad Brains – s/t
Suicidal Tendencies – s/t
Refused – The Shape of Punk To Come
D.R.I – The Dirty Rotten LP
Operation Ivy – Energy
Nausea - Extinction
Napalm Death – Scum (it’s grindcore, but grindcore branched off from hardcore punk and it maintains those roots more than metal IMO)

I would definitely consider "Scum" a punk album, especially Side One

"Punk" is hard to define, but since this discussion seems pretty open to interpretation... I don't listen to a huge amount of punk but this is what I've got off hand:

5. Fugazi--Steady Diet of Nothing
4. Jawbreaker--24 Hour Revenge Therapy
3. Jawbreaker-- Bivouac
2. Lifter Puller--Fiestas and Fiascos
1. A Wilhelm Scream--Mute Print
