Can i modify someone else art?

I am planing to draw a story that i have in my head because i tried writing it and it is not as good as i thought. I don't know much about art and copyright stuff. I am not a good drawer either, but i can copy very well other pictures.

so can i take pictures from google or anywhere else and modify/add my ideas?
