Was it a movie made in the 90s?

The only toy soldier in fantasy setting I know if is Hans C. Andersen's 'The Brave Tin Soldier' tale.

Transformers? that was popular in the 1990's.

Could it have been the (very odd) Robin Williams political satire, "Toys?" It was directed by Barry Levinson, who was making some kind of pre-Wag the Dog commentary on war, only with LL Cool J disguised as a couch in one scene. Not successful, but it did end with a big fight between tinkertoys.
