Is it okay for me to write notes in books? If so, does that apply to library books, or school textbooks that I'll only use for one year? What about books I own for life?

In a book that you own, yes of course. In a book that belongs to someone else, like a library book, certainly not -- that is defacing someone else's property.

If the book in question is a textbook that you own but hope to sell at a later date, keep in mind that a book you've written in may be worth less than one that is still in like-new condition.

Scribbling on library books is a good way to show disrespect for the whole concept of sharing knowledge and literature, and to challenge it like a bully challenges a nerd for thinking intellectual pursuits make him better.

It's probably more effective to spit on the books or to stick some chewed gum between two pages, though.
