Certain Book about Dragons

There is this one book from childhood that I'm trying to remember what it was called, I think it had dragon in the the title, but I'm not sure. It takes place in modern times, and is about a wizard who is looking for this dragon who is his and it's also a mother dragon, and this evil wizard is also looking for it, and the main character is a girl who isn't a wizard. The mother dragon eats a lot of a chocolate, is fairly small, and despite being a reptile produces "dragon milk". At the end of the book the wizards fight by using the words, one gets their robe turned into voles or moles. That's about all I remember right now. Does anyone have any idea what I'm talking about?
