I hate nosies and the slightest one, even snoring keeps me out of sleep...How do you deal with snoring and with anger when you feel you're going to explode by noise levels?

I live in a residencial area in Peru and I am not joking but every half an hour or so a car alarm goes off and if that doesn't go off you dozens or one dog yapping and barking, I nearl crawl up the walls, help!!

Maybe Earplugs could be an idea? They worked for me a few times when i needed em

I have used them occasionnally but thye hurt my ears if they stay in for a long time.

A large fan is pretty good for drowning out noise.
And if that isnt loud enough, leave the TV on and set tot he news, that will put any one to sleep.

a fan, yes that works sometimes, but I cannot sleep with TV or radio on

I, too, recommend a loud fan. Personally, I can sleep through almost anything, but I use a fan to drown out noises that would otherwise cause my dog to wake up and bark at night (which would wake me up). I think they also make white noise machines these days, if I'm not mistaken.
