Start out by looking at what other people have done and figure out what you like and might try to do in an original way.

what do you like? start there.

I do 3d art; there's plenty of 3d packages that let you do it for free.

Or if you're for more traditional things, then there's sites out there for that.

There are many talented people in here who can also answer your questions, just ask, but I think everyone will agree that the first thing one learns is drawing with the pencil.
