Where to meet singles?
This might involve going way out of your comfort zone.
My suggestion is, get a work-permit for some country somewhere (doesn't matter where) and go work somewhere like a Youth Hostel (any one of the hostels at europesfamoushostels.com will guarantee you a busy Summer).
Can't get to Europe? Perhaps go somewhere like Sao Paolo, Rio de Janeiro, Buenos Aires, Santiago, Caracas... I'm not so familiar with South America though so someone would have to fill me in.
Asia might be a bit harder, but is still possible - as a white person somewhere like Thailand, you'd have no trouble finding a job even with no experience (the Thais seem to respect white people, even though so many white people there are dodgy) - and Bangkok in particular has a lot to offer for culture, sex, food and such. Plus its cheap. Just make sure you renew your permit!
Or if you dont want to leave the country (I assume most of you are in the USA), go do the same thing in any city in the USA.
Why?
Everyone who travels like this is bound to be somewhat eccentric in their own way and is unlikely to notice that you yourself are "a bit weird".
I didn't meet my girlfriend this way, but it certainly helped be watch a lot of people in a short space of time without expending any real effort. And you might even earn $7 an hour doing it, which seems to be about what most of you are on anyway.
Of course, it's not everyones cup of tea, just something that helped me a bit (though my social skills don't appear to be as problematic for me as for most of you... I made a real effort to develop mine around age 15-16 - partly because I started a new school and then went on an exchange)
Speaking of which, if you are a bit younger (16-18), seriously consider an exchange program with some organization like AFS or YFU (there are lots) - as an outsider *anyway* people will try to interact with you and more often than not you'll need to learn a new language and mannerisms, so in that respect it's a good learning experience even for those other idiots without this so-called affliction

I totally agree with mgcarley! It's SOOOOO much easier meeting women in a foreign country. You can be whoever you want to be. And when you meet a woman, the romanticism in the classical sense is heightened to such an extreme. You have a limited time together, you may never see each other again, so you make the best of the time you have together.
There was a time when I was in a real slump (two years+). I decided to get on a plane and go to Rio, to jump start my sex life. As soon as I got off the plane, I became a "rock star" not only because I was American and had money, but also because I was Exotic. I lived there for three months and had the time of my life. By the time I left, I had an entourage following me around. It's true though, if you pick the right place to go, you can be transformed into someone cool even though you're not. People treat you differently, with more respect, and that in turn raises your self-confidence. And that high self-confidence is very noticeable by women.
There's a popular magazine in Japan (where I went for a semester and had similar experiences) written by "gaijin" (foreigners) for "gaijin". In the magazine there's a comic strip about a wimpy, nerdy, white American guy. In the first episode, he is seen in America, working behind a computer with those glasses and a pocket protector. In the second episode he gets on a plane to Japan. When he arrives in Tokyo, you see him walking off the plane into the terminal, and he is transformed into this studly figure, looking like Fabio with women on both arms. There is a lot of truth behind that story. I have personally experienced that phenomena over and over.
I've since brought back some of that "rock star" attitude with me and I've been much more successful with women here in the states. In a couple of months I'm traveling to India. The women there better watch out
