Then actually do it, rather than saying you will do it, not doing it and blaming it on anxiety or whatever excuse comes to mind next time we inevitably have this discussion.

Please prove me wrong about the inevitability of having this discussion again, I'd love to be wrong about that and see you doing better instead of repeating the same mistakes again and again.

I'm not certain, to be honest.

Another angle would be to say you're going to try to drink less because you worry about how you behave and ask them to remind you of this when you're together and out. This amounts to recognizing there's a problem and offering a solution while not explicitly going into detail about what behaviours you're seeking to change.

I think apologizing would make things worse. Most normal people have short memories and will forget stuff if not reminded.
