That means the ball's in her court. If she's interested enough, she'll act. If not, she won't. Trying to encourage her, bad idea. Forcing anything usually ends in disaster.

That just means you have more competition. Doesn't mean you have no chance. The first point will be more significant.
Should you dwell on this? No. "Waiting" around for her, or whatever you want to call it, takes away any other possibilities that could otherwise arise. Been there, done that, it sucks if it turns out that you're just wasting time. She may just think you're fun to be around, that doesn't mean she's necessarily interested. She could be, but there's no guarantees. (There rarely are....)
I'd say stick with it, but don't ignore other things that might come up.
