I think you may have read my post wrong.
As per the first part of your post: you are correct - if someone is fit, well dressed and puts an effort into personal presentation - then they can be attractive.
I was talking about people like my housemate, who despite being a guy - gets told by random women he doesn't know who just walk up to him when he is out, at least once a week minimum, that he is extremely good looking and then they walk away again. If he goes out at night that week to a club or a party, you can guarantee it will be at least 7 for that week instead.
I don't think many people have the same experience that my housemate does unless they are extremely good looking - random compliments from strangers on the street (without ulterior motives) do not happen to most of us a minimum of once a week or more.
