I want to ask her out but I am too damn shy even thoguth she is flirting me and hitting on me! Gah this is frustrating maybe i need to get high or drunk then I wont be so shy then ask her out!

First the rule for age differences is something like, divide by two and add seven. If she is younger than that, it generally is creepy, but feel free to deviate.

Second, just ask her out. This is a system with patterns that you might eventually come to understand. In fact the first five dates with someone can probably be scripted and practiced enough that it no longer seems mysterious.

I don't find the age difference major. He's in his early 30's; she's in her early 20's, I believe.

She's definitely not "underage" in a legal sense.
