well passing it silently could be weird, but if he was to say something like 'hey do you want to maybe meet up sometime, here's my number. Or just something to indicate he'd like to maybe see her more with passing the number that I don't think should be too problematic...so long as he accepts if she turns it down.

The guy did nothing wrong. He liked a girl, wanted a date with her. He did nothing creepy.

He passed a note—so what?

The girl had a boyfriend. Nothing he could do about that.

This should be the end of it.

There’s other fish in the sea.

GUYS HAVE DONE THIS SINCE THEY COULD WRITE NUMBERS.

Yeah but here's what I would do
1. talk to girl
2. ask her out
3. wait to hear her response
4, pass her my number if she says ok

Well my sister thought it was super cute...when the guy gave her his number, he had been in more than once and seen her more than once so she had had a little dialogue with him before. But yeah its just a number...I don't think initially giving a number like that is bad. In my view what would be bad is if the girl turns it down and then the guy starts like stalking her or something. But giving a number to a person you have interacted with a few times who your interested in itself does not seem inappropriate.
