Yes, there are dangers in doing something that could be considered harassment -- defined in terms of 'alarming, threatening, or dehumanizing behaviors' in some statutes. Unfortunately, our statutes are pitifully vague and there are few criteria to determine what constitutes harassment. Until legislators become smarter, we'll just have to guess, won't we?
I also think there can be a difference in the emotional effect of women's catching you off guard and of actually going out to embarrass yourself with the cooperation of women.
