It is not polite to demand the attention of a complete stranger. He or she may not have a 'right' to go unsolicited while in public space, but that doesn't absolve the catcallers of profound rudeness. It's the romantic equivalent of religious solicitors knocking on your door every 10 minutes wanting to know if you've found their particular brand of Jesus.
