Thank You! What is feel each other out? And what is state their case? So dating is hanging out? Is making out just mean kissing & touching?

None of this physical stuff is obligatory, by the way. It's only properly done if both people consent to it. If you want to be kissed, and somebody wants to kiss you, it's perfect. If you don't want to be kissed, and somebody wants to kiss you, then it's not consent, and the person who wants to kiss you should not kiss you.
If you don't want to be kissed, it's best to tell the person directly that you don't want to be kissed. If you don't want to be touched, it's best to tell the person directly that you don't want to be touched.
Being "in love" means different things to different people.
I may not needed anytime soon, things may not work out for that guy.
